Illinois ranks 7th among all 51 U.S. jurisdictions for workers' compensation costs, with an index rate of $1.62 per $100 of payroll — 49% above the national median. This makes Illinois one of the most expensive states for employers, particularly in construction, manufacturing, and healthcare.
Coverage is required for virtually all employers with one or more employees. Illinois has very few exemptions — sole proprietors and partners can opt out, but corporate officers are automatically included unless they formally elect exemption. Construction Industry Requirements

General contractors must carry workers' comp, general liability (minimum $1M/$2M), commercial auto, and umbrella coverage to work on most commercial projects. Many project owners and developers require additional insured endorsements, waiver of subrogation, and primary/non-contributory language.
Subcontractors face similar requirements, and GCs are increasingly requiring $2 million or higher per-occurrence limits from subs. If you're a subcontractor in the Chicago market and you can't provide a certificate of insurance meeting these requirements, you won't get on the job.
Illinois also requires construction employers to provide OSHA 10-hour or 30-hour training for workers on public works projects. While this isn't an insurance requirement per se, it affects your risk profile and can influence your workers' comp premium.

Illinois requires commercial auto insurance with minimum liability limits of 25/50/20 — $25,000 per person for bodily injury, $50,000 per accident, and $20,000 for property damage. Illinois also requires uninsured motorist coverage matching your liability limits.
For businesses operating in the Chicago metro area, these minimums are woefully inadequate. Traffic density, aggressive driving patterns, and high medical costs in Cook County mean that even minor accidents can produce claims exceeding $50,000. Most commercial auto policies in the Chicago area should carry at least $500,000 to $1 million in liability coverage.
